However, to sustain this momentum, businesses and organizations require financial backing and resources. The government recognizes this and, as a result, established the Southwestern Ontario Development Fund (SWODF). Let’s delve into the program and how it can empower businesses and organizations in the region. 

Understanding the Southwestern Ontario Development Fund (SWODF) 

 Types of Funding Available

The SWODF offers financial support in the form of interest-free loans that span the project’s duration (up to a maximum of four years). These loans can cover up to 15% of the project’s total costs, with a cap at $5 million. Notably, if a company successfully meets its investment and job creation targets, up to 30% of the loan (to a maximum of $500,000) may be forgiven, easing the financial burden on businesses. 

Grants are also available, albeit under specific circumstances: 

  • Rural Ontario-Based Companies: Businesses with fewer than 100 employees located in rural Ontario, defined as areas with populations of fewer than 100,000 or population densities of less than 100 people per square kilometer, are eligible for grants covering 15% of eligible costs, up to a maximum of $500,000. 
  • Strategic Projects: Foreign direct investments or companies competing against other jurisdictions, under limited circumstances, can apply for grants covering 15% of eligible costs, up to a maximum of $1,500,000. 

Eligible Applicants 

To qualify for SWODF assistance, businesses must meet certain criteria, including: 

  • Operational History: Companies should have at least three years of operations/financial statements. 
  • Workforce Size: A minimum of 10 employees is required, although this number decreases to five for companies in rural Ontario. 
  • Job Creation: Commitment to creating at least five new jobs (or a 30% increase for companies with fewer than 15 employees). 
  • Investment: Firms must invest a minimum of $500,000 in their project (or $200,000 if they are located in rural Ontario). 
  • Location: Businesses should be located in or plan to relocate to a community in southwestern Ontario. 

It’s important to note that businesses are not eligible to combine SWODF with any other provincial programs. 

Application Deadlines 

The application window for SWODF is limited, so timely submission is crucial. The current application period is open until November 17, 2022, with eligibility checklists required by November 3, 2022. 

The next application period is scheduled for January 12, 2023, to February 23, 2023, and eligibility checklists for this period must be submitted by February 9, 2023.
